  • Live Forgejo: existing commit b4b7b201f published as Spotless PR #5897; replay reused the same PR. No coding rerun, branch rewrite, or Vault policy expansion.

Review-chunk Jobs are read-only and hold no user work, but only completed ones
were TTL-reclaimed. After the review owner cancelled 50 chunks at its 3h
deadline, the Failed Jobs pinned HARVESTER_JOB_MAX_RETAINED and every new
prepare/code task deferred with job_retention_capacity_exhausted, so no PRs
were produced. Also, the audit treated a committed .gitmodules as an
unsupported layout, so clean completed coding Jobs were never reclaimed either.

Every concurrent coding Job on the shared Forgejo link cloned the ~3.3 GiB
repository at ~100 MiB/min and hit the 10-minute subprocess timeout
(workspace_bootstrap_timeout), so higher concurrency produced only failed
Jobs. Local git commands keep 600s; clone defaults to 3000s and is tunable via
JOB_CLONE_TIMEOUT_SECONDS. The Job activeDeadline (7500s) still bounds it.

Two retention leaks refilled HARVESTER_JOB_MAX_RETAINED overnight and stalled
admission again:
- clean, audited coding Jobs whose agent never pushed a branch were retained
  forever because the remote-branch check 404ed; now the audited head is

  commit is released.

A review blocked on pending CI only re-entered review once every required
check succeeded. A failing build was never fed back, so the recovery
harvester (read-only for dispatch) reported needs_input and the PR stalled
permanently (PR #6238: Fastify image builds failed on 88809ef4).

- Retry once all required checks settle, whatever the result; failures now
  reach the reviewer as concrete evidence the recovery loop can repair.
- Each distinct settled result retries once; skip evidence already judged.
- Skip while a recovery writer is live; its push starts a new-head review.
- Reconcile most-recently-touched PRs first (the arbitrary LIMIT 50 never
  reached new PRs) and isolate per-PR failures so one cannot abort the rest.
